My property sits lower then my neighbors and is on a severe slop. I built a retaining wall on my property and am going to fill in my property so it is somewhat level. I also put up a fence at the height of my wall. About 1.5' high. My neighbor who agreed to the height of the fence now is saying that he doesn't like it because he doesn't like the look of the wall. Does he have a legitimate complaint?

Possibly. Does you town have any ordinances covering this type of situation? Some towns have ordinances regulating fences and retaining walls. If your town has an ordinance regulating these matters and you are in compliance, he has no complaint.
