The biological mother is just a member of the public, as it relates to the adopted child. There remains no special right to seek custody iof what uis now someoneelse's child. She can report the rape to the Police. Nearly every fifteen year old girl believes she is verbally abused by her mother. But, an adult can help a child report suspected abuse. Once the rape has been reported, the authorities will talk with the minor, and assess her housing needs.
