my x goes to louisianna and gives up my daughter for adoption the x gf boyfriend at the time cant live with what was happening he comes back says the agency knew about you and made up a story about a one night stand i call the agency my child is about a month old i tell them im her father hey freaks and lawyers up tells me to contact the adoptive parents i lawyer up the family that has my daughter sues me for unknown fathers rights i take dna comes back positive then they sue to keep my daughter bc i have a criminal background .......no kind of anything in front of a chilkd or harming a child in any way im clean sober and paid for my crimes and am in compliance of the laws of the land im getting a conference ....i have been proven this child father and never signed my rights away or even was notified by agency dont i have rights to visit my child until the custody case and isnt the agency at fault for a illegal adoption

I am not licensed to practice in Louisiana so I cannot address your question. I will tell you that Louisiana laws are "unique".

Normally a state agency cannot be sued - but I don't know Louisiana law.
