my ex wife and i have joint custody the boys are to stay one week with me and one week with her she has decided to move and take our youngest son to a different school district about an hour away and leave our oldest with me can i stop her from taking our youngest who is mentally handicapped somewhere he knows noone?

Yes, you can dispute a change in where either of you live in court. The arrangement you have right now is NOT one I recommend for clients, and it may be that dividing custody the way she is planning is a better proposal, but I certainly don't know that one way or the other. Try to work it out with her, and if you can't, talk to a family law attorney in your community.
