Yesterday the water heater in my townhouse that I am renting in Fairfax, Virginia, leaked out onto the carpet. The plumber who showed up stated that the leak was caused because of the age of the water heater and no fault of mine. My landlord however, is refusing to repay the bill for the repairs that I had to pay, and is also refusing to bring someone in to dry the carpet to avoid mold. He says that mold will not grow that quickly. What powers do I have to make my landlord have the carpets cleaned?
